राज्यपाल हरिभाऊ बागडे ने कहा है कि संविधान देश को शासित करने से जुड़ा पवित्र ग्रंथ भर नही है बल्कि यह भारतीय संस्कृति का प्रतिबिम्ब है। उन्होंने कहा कि भारतीय संविधान विश्वभर के लोकतंत्रों की सर्वश्रेष्ठ व्याख्या है। राज्यपाल बागडे ने संविधान दिवस (26 नवम्बर) की बधाई और शुभकामनाएं देते हुए कहा है कि संविधान की उद्देशिका “हम भारत के लोग” देश में संप्रभुता और लोकतांत्रिक भारतीय मूल्यों का ही दर्शन है। संविधान की आस्था ’लोकतंत्रात्मक शासन पद्धति’ में है। उन्होंने कहा कि संविधान का मूल भाव मानवता है। नागरिकों में बंधुता, स्वाभिमान और राष्ट्र की एकता से जुड़ा हमारा संविधान देश के आर्थिक और सामाजिक परिवर्तन का घोषणा पत्र है।
राज्यपाल ने कहा कि संविधान मसौदा समिति के अध्यक्ष बाबा साहेब भीमराव आंबेडकर ने संविधान सभा में दिए अपने पहले भाषण में “संवैधानिक नैतिकता” शब्द का प्रयोग किया था। यही हमारे गणतंत्र की पहचान है। उन्होंने संविधान दिवस पर संविधान से जुड़ी संस्कृति और इससे जुड़े अधिकारों के प्रति सजग रहते सभी को कर्तव्यों के प्रति भी प्रतिबद्ध रहने का आह्वान किया है।
