JAIPUR: चिकित्सा विभाग में बड़ी संख्या में भर्ती से इस वर्ष के मध्य तक 75 प्रतिशत पदों को भर दिया जाएगा – चिकित्सा एवं स्वास्थ्य मंत्री

चिकित्सा एवं स्वास्थ्य मंत्री गजेन्द्र सिंह ने गुरूवार को विधानसभा में कहा कि राज्य सरकार द्वारा चिकित्सा विभाग में 50 हजार राजपत्रित तथा अराजपत्रित पदों पर भर्ती की जा रही है। इनमें से नर्सिंग अधिकारी, एएनएम, लैब टैक्नीशियन, सहायक रेडियोग्राफर के 23 हजार पदों पर भर्ती की जा चुकी है। उन्होंने सदन को आश्वस्त किया कि इस वर्ष मई-जून माह तक नई भर्तियों से चिकित्सालयों में 75 प्रतिशत पदों को भर दिया जाएगा। सिंह ने बताया कि राज्य सरकार द्वारा बंद पड़ी प्रथम रैफरल इकाइयों (FRU) को तथा ट्रोमा सेंटर्स को भी फिर से शुरू किया गया है। प्रदेश की लगभग 85 प्रतिशत प्रथम रैफरल इकाइयों को ऑर्थोपिडिक, एनेस्थेटिस्ट एवं बच्चों के डॉक्टर नियुक्त कर दिये गये है।
चिकित्सा एवं स्वास्थ्य मंत्री प्रश्नकाल के दौरान सदस्यों द्वारा इस संबंध में पूछे गए पूरक प्रश्नों का जवाब दे रहे थे। उन्होंने कहा कि नवीन स्वास्थ्य केन्द्र खोलने तथा स्वास्थ्य केन्द्रों के क्रमोन्नयन की कार्रवाई केन्द्र सरकार द्वारा निर्धारित मानदण्डानुसार की जाती है। उन्होंने जानकारी दी कि सामान्य क्षेत्र में 5 हजार की आबादी पर तथा पहाड़ी, जनजातीय तथा रेगिस्तानी क्षेत्र में 3000 की आबादी पर उपकेन्द्र खोले जाने का प्रावधान है। सिंह ने कहा कि सामान्य क्षेत्र में 30 हजार तथा जनजाति, रेगिस्तानी क्षेत्रों में 20 हजार की ग्रामीण जनसंख्या पर 1 प्राथमिक स्वास्थ्य केन्द्र खोले जाने का प्रावधान है। इस आधार पर पंचायत समिति केशोरायपाटन में 7 प्राथमिक स्वास्थ्य केन्द्रों की आवश्यकता के विरूद्ध 8 प्राथमिक स्वास्थ्य केन्द्र स्वीकृत हैं। इस कारण यहां उप स्वास्थ्य केन्द्र लबान को प्राथमिक स्वास्थ्य केन्द्र में क्रमोन्ननत किया जाना वर्तमान में विचाराधीन नहीं है।
उन्होंने कहा कि वर्तमान में पंचायत समिति नैनवा में 6 प्राथमिक स्वास्थ्य केन्द्रों के विरूद्ध 5 प्राथमिक स्वास्थ्य केन्द्र उपलब्ध है। उन्होंने आश्वस्त किया कि राज्य सरकार द्वारा वित्तीय संसाधन की उपलब्धता तथा गुणावगुण के आधार पर उप स्वास्थ्य केन्द्र पीपल्या, जैतपुरा को प्राथमिक स्वास्थ्य केन्द्र में क्रमोन्नत किये जाने पर विचार जाएगा। इससे पहले विधायक चुन्नीलाल सीएल प्रेमी के मूल प्रश्न के लिखित जवाब में चिकित्सा एवं स्वास्थ्य मंत्री ने प्रदेश में चिकित्सा केन्द्रों को क्रमोन्नत करने के नियम व मानदण्ड सदन के पटल पर रखे। उन्होंने कहा कि ग्राम लबान पंचायत समि‍ति केशोरायपाटन एवं ग्राम पीपल्या एवं जैतपुर पंचायत समिति नैनवा जिला बूंदी के अन्तर्गत आते है। वर्तमान में इन ग्रामों में उप स्वास्थ्य केन्द्र स्वीकृत हैं।
उन्होंने बताया कि ग्राम बडाखेड़ा एवं झालीजी का बराना पंचायत समिति केशोरायपाटन जिला बूंदी के अन्तर्गत आते है। उक्त ग्रामों में वर्तमान में प्राथमिक स्वास्थ्य केन्द्र स्वीकृत है। सिंह ने कहा कि केन्द्र सरकार द्वारा ग्रामीण जनसंख्या आधारित निर्धारित मानदण्डानुसार 1 लाख की ग्रामीण जनसंख्या पर 1 सामुदायिक स्वास्थ्य केन्द्र खोले जाने का प्रावधान है। उन्होंने कहा कि वर्ष 2011 की अनुमानित ग्रामीण जनसंख्या के आधार पर निर्धारित मानदण्डानुसार पंचायत समिति केशोरायपाटन में 2 सामुदायिक स्वास्थ्य केन्द्रों की आवश्याकता के विरूद्ध 5 सामुदायिक स्वास्थय केन्द्र स्वी‍कृत हैं। इस प्रकार पंचायत समिति केशोरायपाटन में सामुदायिक स्वास्थ्य केन्द्र मानदण्ड से अधिक स्वीकृत होने के कारण प्राथमिक स्वास्थ्य केन्द्र बडाखेड़ा एवं झालीजी का बराना को सामुदायिक स्वास्थ्य केन्द्र में क्रमोन्नत किया जाना वर्तमान में विचाराधीन नहीं है।
