शहर में बीते वर्षों में नगर पालिका द्वारा की गई मकानों और दुकानों की बेतरतीब तोडफ़ोड़ के खिलाफ दायर याचिकाओं पर हाईकोर्ट ने सुनवाई पूरी कर ली है। न्यायाधीश अनूप कुमार ढंढ ने करीब 150 याचिकाकर्ताओं की ओर से दायर याचिका पर सभी पक्षों की दलीलों को सुनने के बाद निर्णय सुरक्षित रख लिया है। यह पूरा मामला उस वक्त शुरु हुआ था, जब पिछली राज्य सरकार के दौरान नगर परिषद कोटपूतली में सडक़ चौड़ीकरण की प्रक्रिया शुरु की गई थी। प्रशासन ने दावा किया था कि सडक़ को 60 फीट तक चौड़ा किया जाएगा, जिसके चलते कई मकानों, दुकानों और स्थाई निर्माणों पर बुलडोजर चला दिया गया। याचिकाकर्ताओं का आरोप है कि नगर परिषद (बाद में नगर पालिका) ने बिना विधिवत प्रक्रिया अपनाए निर्माण तोड़े। न आपत्तियां सुनी गई, न ही मुआवजा दिया गया और कई मामलों में बैक डेटेड नोटिस भेजकर कार्यवाही की गई। इस पूरे मामले में तीन तरह के प्रभावित पक्ष इस मामले में सामने आए, जिनके पास खेतड़ी महाराज द्वारा दिए गए पट्टे हैं, जिन्हें नगर परिषद ने पट्टे जारी किए थे और जिनके पास कोई पट्टा नहीं था। नगर पालिका की ओर से कोर्ट में तर्क दिया गया कि पट्टे अवैध रुप से जारी हुए थे या प्रभावित लोग अतिक्रमणकारी थे। वहीं याचिकाकर्ताओं का कहना था कि न तो मास्टर प्लान में संशोधन किया गया और न ही सडक़ चौड़ीकरण के लिए कोई गजट अधिसूचना जारी की गई। इस मामले ने प्रशासनिक कार्यशैली, नागरिक अधिकारों और कानूनी प्रक्रियाओं की पारदर्शिता पर बड़ा सवाल खड़ा कर दिया है। कोर्ट का फैसला अब न केवल कोटपूतली, बल्कि अन्य शहरी क्षेत्रों के लिए भी महत्वपूर्ण नजीर बन सकता है।
