उच्च शिक्षा मंत्री प्रेमचंद बैरवा ने शुक्रवार को विधानसभा में कहा कि कालीबाई भील मेधावी छात्रा एवं देवनारायण छात्रा स्कूटी वितरण योजना के तहत स्कूटी वितरण प्रक्रिया बाधित करने वाले डीलर के विरुद्ध जाँच प्रक्रियाधीन है। उच्च शिक्षा मंत्री प्रश्नकाल के दौरान सदस्य द्वारा इस सम्बन्ध में पूछे गए पूरक का जवाब दे रहे थे। उन्होंने कहा कि राजसमंद जिले में योजना के तहत चयनित बालिकाओं की संख्या 92 थी। जिनमें से 68 बालिकाओं को पूर्व में स्कूटी का वितरण कर दिया गया था एवं वर्तमान सरकार द्वारा अब तक 23 स्कूटी वितरित कर दी गई है एवं 1 शेष रही है। वर्ष 2022-23 में 167 बालिकाओं को स्कूटी वितरण किया जाना था। जिनमें से गत सरकार द्वारा एक भी स्कूटी वितरित नहीं किया । वर्तमान सरकार ने इनमें से 129 स्कूटी का वितरण कर दिया है एवं 38 स्कूटी का वितरण शेष है।
इसी तरह वर्ष 2023-24 में वितरित की जाने वाली 275 स्कूटी में से गत सरकार द्वारा एक भी स्कूटी का वतरण नहीं किया गया एवं वर्तमान सरकार ने इनमें से 125 स्कूटी वितरित कर दी है तथा 150 स्कूटी का वितरण शेष है। बैरवा ने बताया कि वर्ष 2021-22 में 11,300 स्कूटी के लिए राज्य सरक़ार द्वारा 69 करोड़ 50 लाख 95 हजार का भुगतान किया गया था। गत सरकार द्वारा 4971 स्कूटी एवं वर्तमान सरकार द्वारा 5301 स्कूटी सहित कुल 10,272 स्कूटी वितरित कर दी गई है तथा 1089 स्कूटी का वितरण होना शेष है। वर्ष 2022-23 में 16,901 स्कूटी के लिए 32 करोड़ 82 लाख 62 हजार का भुगतान किया गया था। जिनमें से गत सरकार ने एक भी स्कूटी का वितरण नहीं किया । वर्तमान सरकार द्वारा 4851 स्कूटी वितरित की गई , साथ ही 12,151 स्कूटी का वितरण शेष है। उन्होंने जानकारी दी कि 2023-24 का स्कूटी के लिए भुगतान नहीं किया गया है वेंडर से 8808 प्राप्त कर ली गई है । वितरित एवं शेष 12,454 स्कूटी वितरण की प्रक्रिया चल रही है।
उन्होंने बताया कि वर्ष 2021-22 एवं 2022-23 में 28,262 स्कूटी में से वर्तमान सरकार द्वारा 15,123 स्कूटी वितरित कर दी गई एवं गत सरकार द्वारा वितरित नहीं हुई 1437 स्कूटी एवं शेष स्कूटी के वितरण को बाधित करने वाले सम्बंधित डीलर पर कार्यवाही की प्रक्रिया चल रही है। इससे पहले विधायक दीप्ती किरण माहेश्वरी के मूल प्रश्न के लिखित जवाब में उच्च शिक्षा मंत्री ने कालीबाई भील मेधावी छात्रा एवं देवनारायण छात्रा स्कूटी वितरण योजना के अन्तर्गत वर्ष 2021-22 से वर्ष 2024-25 तक चयनित छात्राओं की सूची, वर्षवार वितरण प्रक्रिया प्रांरभ करने का माह, वर्षवार वितरण से शेष रही स्कूटियों का विवरण सदन के पटल पर रखा। उन्होंने वर्ष 2021-22 से 2024-25 तक माहवार चयनित स्कूटियों को वितरण केन्द्रों तक पहुँचाने की सूचना को सदन के पटल पर रखा।
उन्होंने बताया कि वर्ष 2021-22 एवं 2022-23 के चयनित अभ्यर्थियो को स्कूटी वितरण हेतु प्रथम बार ई-रूपी वाउचर को लागू किया जाने, कोविड 19 महामारी के कारण स्कूटी वितरण प्रक्रिया बाधित होने, राजस्थान विधानसभा आम चुनाव 2023 के दौरान 9 अक्टूबर, 2023 से 3 दिसम्बर, 2023 तक एवं लोकसभा आम चुनाव 2024 के दौरान 16 मार्च, 2024 से 04 जून, 2024 तक आचार संहिता लागू होने के कारण योजना के प्रभावी क्रियान्वयन एवं वितरण में देरी हुई।
