JAIPUR: विद्युत गृहों हेतु लिए जाने वाले कोयले की गुणवत्ता जांच में किसी भी प्रकार की अनियमितता नहीं पाई गई है- ऊर्जा राज्य मंत्री

ऊर्जा राज्यमंत्री हीरालाल नागर ने सोमवार को विधानसभा में कहा कि विद्युत गृहों हेतु लिए जाने वाले कोयले की गुणवत्ता सुनिश्चित करने के लिए जी.सी.वी (ग्रॉस कैलोरिफिक वैल्यू) की त्रि-स्तरीय जाँच की जाती है। उन्होंने कहा कि कोयले के लिए न्यूनतम जी.सी.वी के आधार पर ही भुगतान किया जाता है। उन्होंने सदन को आश्वस्त करते हुए कहा कि जांच में किसी भी प्रकार की अनियमितता नहीं पाई गई है। वर्तमान में राजस्थान ऊर्जा उत्पादन निगम का कार्य उत्पादन के क्षेत्र में संतोषजनक है तथा उत्पादन निगम के विद्युत गृहों द्वारा प्रतिदिन बिजली उत्पादन एवं दक्षता में निरंतर सुधार हो रहा है। उन्होंने बताया कि गत आठ माह में सर्वाधिक विद्युत उत्पादन हुआ है।
ऊर्जा राज्यमंत्री नागर सोमवार को राज्य विधानसभा में प्रश्नकाल के दौरान इस संबंध में पूछे गए पूरक प्रश्नों का जवाब दे रहे थे। उन्होंने कहा कि पिछली सरकार के समय में छत्तीसगढ़ राज्य में निगम की कोयला खदानों को पर्यावरण स्वीकृति नहीं मिलने व देशव्यापी कोयला संकट होने से कोयला आपूर्ति बाधित हुई जिस कारण विद्युत उत्पादन में कमी आई। तत्कालीन सरकार तथा छत्तीसगढ़ सरकार के मध्य समन्वय के अभाव के कारण सरकार को कोल इण्डिया द्वारा ब्रिज लिंकेज के माध्यम से कम गुणवत्ता वाले कोयले को 40 प्रतिशत अधिक दामों पर लेना पड़ा।  इससे विद्युतगृहों को पूर्ण क्षमता पर संचालन में परेशानियां उठानी पड़ी तथा अधिक दामों पर कोयला खरीद के कारण निगम को घाटा हुआ।  नागर ने कहा कि वर्तमान राज्य सरकार के सकारात्मक प्रयासों से पुन: कोयला आपूर्ति सुनिश्चित हो सकी है तथा ऊर्जा उत्पादन में बढ़ोत्तरी के साथ-साथ लागत में भी कमी आई है।
इससे पहले विधायक रामकेश के मूल प्रश्न के लिखित जवाब में ऊर्जा राज्य मंत्री ने राजस्थान राज्य विद्युत उत्पादन निगम के सभी विद्युत गृहों में विगत पाँच वर्षों में हुए सकल विद्युत उत्पादन का विद्युतगृह वार विवरण सदन की मेज पर रखा। उन्होंने बताया कि विद्युत उत्पादन में वृद्धि के लिए प्रभावी प्रयास किए जा रहे हैं। नागर ने बताया कि प्रत्येक विद्युतगृह स्तर पर प्रभावी मॉनिटरिंग, आवश्यक कलपुर्जों का उचित प्रबन्धन, संचालन संबन्धित खामियों का त्वरित निदान, चरणबद्ध तरीके से अपने विद्युतगृहों एवं इकाइयों के उचित रखरखाव एवं तकनीकी खामियों को दूर कर विद्युत उत्पादन बढ़ाने के साथ-साथ कोल खपत में भी कमी दर्ज की गई है। साथ ही उन्होंने यह भी अवगत कराया कि सुपरक्रिटिकल इकाइयों के उचित रखरखाव एवं इनकी तकनीकी खामियों को दूर कर इन इकाइयों से आवश्यकतानुसार दो सौ पचास मेगावाट अतिरिक्त विद्युत उत्पादन उत्पादन किया गया है।
ऊर्जा राज्यमंत्री ने उत्पादन निगम के घाटे में रहने के मुख्य कारणों से सदन को अवगत करवाते हुए बताया कि वर्ष 2020-21 के बाद गत सरकार के निर्णयानुसार निगम को प्राप्त होने वाली अंशपूंजी पर प्रत्याय (RoE) एवं राज्य डिस्कॉम्स को बिजली सप्लाई के पेटे बकाया राशि पर प्राप्त होने वाले Late Payment surcharge (LPS) को समाप्त कर 14 हजार 968 करोड़ रूपए डिस्कॉम्स को वापस करना पड़ा, जबकि निगम को बिजली वितरण कम्पनियों से बिजली सप्लाई के पेटे समय पर पूर्ण भुगतान नहीं मिलने के कारण अपने दिन प्रतिदिन के परिचालन खर्चों एवं कोयले के भुगतान हेतु नवीन अल्पकालीन ऋण लेने पड़े जिन पर अतिरिक्त ब्याज का भुगतान भी करना पड़ा। साथ ही, उन्होंने परिचालन संबन्धित कठिनाइयाँ बताते हुए अवगत करवाया कि गिरल लिग्नाइट प्लान्ट का लम्बे समय से बंद रहना, धौलपुर गैस विद्युतगृह के संचालन हेतु उचित दर पर गैस की अनुपलब्धता, रामगढ़ गैस विद्युतगृह के संचालन हेतु पर्याप्त गैस की अनुपलब्धता आदि कठिनाइयां शामिल हैं। ऊर्जा मंत्री ने सितम्बर, 2021 में छबड़ा 250 मेगावाट इकाई में तकनीकी खराबी के कारण लंबे समय तक बंद रहना, छबड़ा एवं सूरतगढ़ में स्थापित सुपरक्रिटिकल इकाइयों से पूर्ण क्षमता पर विद्युत उत्पादन प्राप्त नहीं हो पाना जैसी परिचालन संबंधी कठिनाइयां शामिल हैं।
नागर ने घाटे के निस्तारण हेतु किए जा रहे प्रभावी प्रयासों से अवगत करवाते हुए सदन में बताया कि कलपुर्जों का उचित प्रबन्धन करते हुए समयबद्ध पूर्व निर्धारित वार्षिक रखरखाव, संचालन संबन्धित खामियों का त्वरित निदान, विद्युतगृहों के विभिन्न स्तरों पर प्रभावी निगरानी एवं नियत्रंण हेतु विशेषज्ञों की टीम का गठन कर प्रत्येक विद्युतगृह के परिचालन एवं संधारण से संबंधित कार्यों का सूक्ष्म स्तर पर विश्लेषण किया जा रहा है। साथ ही, उन्होंने बताया कि निगम को आवंटित केप्टिव कोल खदानों से सुचारू कोयला आपूर्ति प्रारंभ करवाई गई है। ऊर्जा मंत्री ने सदन में बताया कि अंकेक्षित लेखों के अनुसार सितंबर 2024 तक उत्पादन निगम का कुल संकलित घाटा 30 हजार 812 करोड़ रूपये है।
