कोटपूतली-बहरोड़ जिला कलेक्टर श्रीमती शुभम चौधरी ने मंगलवार को कोटपूतली के पावटा तथा भाबरु के विभिन्न क्षेत्रों का भ्रमण कर विधानसभा चुनाव की आदर्श आचार संहिता पालना के तहत 24 घंटे में की जाने वाली पालना का निरीक्षण कर जिलेभर में 48 एवं 72 घंटे में की जाने वाली पालना को समयबद्ध रूप से पूरी करने के निर्देश दिए। भ्रमण के दौरान विराटनगर विधानसभा क्षेत्र के पावटा की पंचायत समिति तथा भाबरु इलाके का जायजा लिया। उन्होंने विकास अधिकारी पावटा को निर्देशित किया कि आदर्श आचार संहिता के निर्देशों की पालन करते हुए आचार संहिता लगने के 48 घंटे के भीतर सार्वजनिक संपत्तियों से एवं 72 घंटे के भीतर निजी संपत्तियों से भी प्रचार प्रसार सामग्री हटवाना सुनिश्चित करें, जिससे कि आदर्श आचार संहिता की पालना सुनिश्चित हो सके।
आदर्श आचार संहिता की करनी होगी पालना
कलेक्टर ने बताया कि आदर्श आचार संहिता की घोषणा के साथ ही अगले 48 घण्टे में सार्वजनिक स्थान एवं प्रोपर्टी से होर्डिग्स, दीवार लेखन, बैनर, पोस्टर, फ्लेक्स इत्यादि हटवाए जायेंगे तो वही आदर्श आचार संहिता की घोषणा के साथ ही अगले 72 घण्टे में निजी सम्पति से भी उक्त सामग्री हटवाई जाएगी। आईपीसी धारा 171 (एच) के अनुसार बिना उम्मीदवार के अनुमति/संज्ञान के विज्ञापन प्रचारित व प्रसारित करने पर प्रकाशक के खिलाफ उपरोक्त धारा में कार्यवाही अमल में लाई जाएगी एवं किसी उम्मीदवार की लिखित सहमति के बिना किसी व्यक्ति/संस्था द्वारा कोई व्यय करना अवैध रहेगा। उन्होंने बताया कि आईपीसी धारा 171 (बी) के तहत कोई भी व्यक्ति मतदान प्रक्रिया में किसी एक अभ्यर्थी के पक्ष में मतदान करने अथवा मतदान से अलग रहने के लिए धन/वस्तु प्रदान करता है अथवा स्वीकार करता है तो रिश्वत की श्रेणी में माना जाएगा। आईपीसी धारा 171 (सी) के किसी व्यक्ति के स्वैच्छिक मताधिकार के प्रयोग करने को बाधित करने अथवा परिवर्तित करने वाला कार्य असमेयक प्रभाव माना जाएगा।
प्रचार-प्रसार व पेड न्यूज पर होगी निगरानी
चुनाव के दौरान छपने वाले पम्पलेट, पोस्टर, हैडबिन और अन्य किसी दस्तावेज पर प्रकाशक एवं प्रिन्टर का नाम व पता अंकित होना अनिवार्य हैं। जिला स्तरीय मीडिया सर्टिफिकेशन एवं मॉनिटिंरंग कमेटी द्वारा पेड न्यूज पर सघन निगरानी रखी जाएगी तथा विज्ञापन जिला अधिप्रमाणन कमेटी से प्रमाणित होने बाद ही प्रसारित किए जा सकेंगे। उन्होंने बताया कि लोकप्रतिनिधित्व अधिनियम 1951 धारा 126 (1) (बी) के अनुसार चुनाव के दौरान मीडिया कवरेज हेतु विधानसभा क्षेत्र में मतदान समाप्ति के 48 घण्टे पूर्व कोई चुनाव संबंधित सामग्री इलेक्ट्रॉनिक एवं संबंधित मीडिया पर प्रदर्शित नहीं की जायेगी। इसके अतिरिक्त लोकप्रतिनिधित्व अधिनियम 1951 धारा 126 एक्जिट पोल एवं उनके परिणामों पर 48 घण्टे पूर्व प्रतिबंध करती है। कलेक्टर ने बताया कि लोकप्रतिनिधित्व अधिनियम 1951 धारा 77 (1) के तहत प्रत्येक अभ्यर्थी को नामांकन की तिथि परिणाम घोषित होने की तिथि तक निर्वाचन के समस्त व्ययों का सही लेखा संधारित करना होगा। कोई राजकीय कर्मचारी ना तो किसी प्रकार की राजनैतिक गतिविधियों जैसे रैली, सभा या चुनाव प्रचार में भाग ले सकेगा और ना ही किसी उम्मीदवार पार्टी के चुनाव मतदान गणना अभिकर्ता के रूप में कार्य कर सकेगा। उन्होंने सभी जिला स्तरीय अधिकारियों को अपने कार्यालय एवं विभाग में उक्त निर्देशों की पालना करने को पाबन्द किया है। कलेक्टर ने बताया कि विधानसभा चुनाव के दौरान जिले में स्थित राजकीय विभागों, उपक्रमों के विश्राम भवनों, अतिथि गृह, डाक बंगलों आदि में मंत्रीगण एवं राजनैतिक व्यक्तियों के रुकने के संबंध में भारत निर्वाचन आयोग की गाइडलाइंस की पूर्ण पालना सुनिश्चित की जाएगी।
