नगर परिषद द्वारा चतुर्भुज गांव के बीच बनाए जा रहे सीवरेज प्लांट को लेकर ग्रामीणों का आक्रोश शनिवार को चरम पर पहुंच गया। बीते 261 दिनों से ग्रामीण इस प्लांट के विरोध में धरना दे रहे हैं, लेकिन प्रशासन द्वारा पाबंदी के नोटिस जारी किए जाने के बाद शनिवार को मामला और गंभीर हो गया। इस पर बड़ी संख्या में लोग धरने पर पहुंचे गए और 4 प्रदर्शनकारी सुबह करीब सवा 8 बजे ही पानी की टंकी पर चढ़ गए। उनकी मांग थी कि सीवरेज प्लांट आबादी क्षेत्र में नहीं बनाया जाए, बल्कि इसे कहीं दूर स्थापित किया जाए।
प्रशासन-ग्रामीणों के बीच टकराव की स्थिति
ग्रामीणों का कहना है कि अगर गांव के बीच सीवरेज प्लांट बनाया जाता है तो इससे गंदगी दुर्गंध और गंभीर बीमारियों का खतरा बढ़ जाएगा। उसके ठीक सामने मौजूद ध्यान जी महाराज की तपोस्थली के चलते ग्रामीणों की आस्था के साथ खिलवाड़ होगा। ग्रामीणों ने कहा कि वे सरकार और प्रशासन से कई बार आग्रह कर चुके हैं कि प्लांट को आबादी से दूर स्थानांतरित किया जाए, लेकिन उनकी मांग पर कोई ठोस कार्रवाई नहीं हुई। इसके चलते वे पिछले 261 दिनों से लगातार धरना दे रहे हैं। शनिवार को निर्धारित जगह पर ही सीवरेज प्लांट के निर्माण कार्य को शुरु करने की जैसे ही भनक लगी तो गांव में माहौल तनावपूर्ण हो गया। बड़ी संख्या में ग्रामीणों ने धरने पर पहुंचकर प्रदर्शन शुरु कर दिया।

गांव में तनाव बढ़ता देख कुछ गुस्साए प्रदर्शनकारी पानी की टंकी पर चढ़ गए और प्रशासन के खिलाफ नारेबाजी करने लगे। सरपंच प्रतिनिधि प्रताप सिंह यादव समेत प्रेमचंद आर्य, विक्रम धानका व बलराम कुमावत ने चेतावनी दी कि जब तक उनकी मांगें पूरी नहीं होती, तब तक वे टंकी से नीचे नहीं उतरेंगे। सूचना पर एसडीएम बृजेश चौधरी, डीएसपी राजेन्द्र कुमार बुरडक, नगर परिषद् आयुक्त धर्मपाल जाट, तहसीलदार रामधन गुर्जर व थानाधिकारी राजेश शर्मा दल-बल के साथ मौके पर पहुंचे। अधिकारियों ने प्रदर्शनकारियों को समझाने का प्रयास किया, लेकिन कोई भी नीचे उतरने को तैयार नहीं था। ग्रामीणों की संख्या लगातार बढ़ती गई और धरने में महिलाएं, बुजुर्ग और बच्चे भी इस प्रदर्शन में शामिल हो गए। करीब 9 घंटे तक गांव में माहौल तनावपूर्ण बना रहा। पानी की टंकी पर चढ़े प्रदर्शनकारियों की स्थिति को देखते हुए प्रशासन चिंतित था कि कहीं कोई अप्रिय घटना न हो जाए। इसी बीच, जयपुर से सिविल डिफेंस की टीम को भी बुला लिया गया, ताकि स्थिति को नियंत्रित किया जा सके।
विधायक के हस्तक्षेप के बाद मामला शांत
स्थिति को काबू में लाने के लिए प्रशासन ने स्थानीय विधायक हंसराज पटेल से संपर्क किया। इसके बाद प्रदर्शनकारियों का एक प्रतिनिधिमंडल ने विधायक से बात कर अपनी मांग रखी। विधायक हंसराज पटेल ने ग्रामीणों को जयपुर बुलाया और आश्वासन दिया कि वे सरकार से इस मुद्दे पर चर्चा कर जल्द ही उचित समाधान निकालेंगे। उनके आश्वासन के बाद ही पानी की टंकी पर चढ़े प्रदर्शनकारी नीचे उतरने को तैयार हुए। महंत रामरतन दास जी महाराज समेत पूरणमल भरगड़, हेमराज, दिलीप यादव, चंद्रशेखर शर्मा, खेमचंद, अमीचंद धानका, विक्रम सैन, गिरधारीलाल, गंगाराम, सत्यनारायण, गिर्राज भारती, योगेंद्र स्वामी, बगुला प्रसाद स्वागत समेत अनेक ग्रामीणों का कहना है कि सीवरेज प्लांट का निर्माण आबादी क्षेत्र से दूर बताई गई जगह पर किया जाए, जहां लोगों के स्वास्थ्य पर कोई बुरा प्रभाव न पड़े। गांव के बीच प्लांट बनने से गंदगी और बदबू का संकट पैदा होगा। सीवरेज ट्रीटमेंट से निकलने वाला दूषित पानी भूजल को प्रदूषित करेगा और बीमारियों का खतरा बढ़ जाएगा। आबादी क्षेत्र में प्लांट बनने से पर्यावरण और जैव विविधता पर भी नकारात्मक प्रभाव पड़ेगा।
अब क्या झुकेगा प्रशासन?
अब सवाल यह उठता है कि क्या सरकार और प्रशासन ग्रामीणों की मांग को स्वीकार करेगा और प्लांट को दूसरी जगह शिफ्ट करेगा? या फिर आंदोलन और तेज होगा? फिलहाल, प्रशासन ने मामले को शांत करने के लिए विधायक के आश्वासन का सहारा लिया है, लेकिन ग्रामीणों का कहना है कि वे बिना ठोस कार्रवाई के पीछे हटने वाले नहीं हैं। फिलहाल, गांव में तनावपूर्ण माहौल बना हुआ है और आंदोलन के और तेज होने की संभावना जताई जा रही है। अब देखना यह होगा कि सरकार इस मामले में क्या कदम उठाती है और ग्रामीणों की मांग को मानती है या नहीं।
