प्रधानमंत्री नरेन्द्र मोदी ने शनिवार को नई दिल्ली से वीडियो कांफ्रेसिंग के माध्यम से स्वामित्व योजना के तहत 65 लाख संपत्ति कार्ड वितरित किए एवं लाभार्थियों से संवाद किया। प्रदेश में लगभग 1 लाख 50 हजार लाभार्थियों को स्वामित्व कार्ड एवं पट्टें वितरित किए गए तथा श्रीगंगानगर जिले की लाभार्थी श्रीमती रचना से प्रधानमंत्री ने संवाद भी किया। मुख्यमंत्री भजनलाल शर्मा इस कार्यक्रम में राज्य कृषि प्रबंधन संस्थान दुर्गापुरा से वीडियो कॉन्फ्रेंस के माध्यम से जुड़े।
प्रधानमंत्री नरेन्द्र मोदी ने देशवासियों को संबोधित करते हुए कहा कि ग्रामीण क्षेत्रों में रहने वाले लोगों को उनकी आवासीय संपत्तियों के कानूनी दस्तावेज उपलब्ध करवाने के उद्देश्य से स्वामित्व योजना की शुरुआत की गई थी तथा इस योजना के तहत अब तक गांवों में लगभग 2.25 करोड़ लोगों के संपति कार्ड बनाए जा चुके हैैंं। उन्होंने कहा कि लाखों लोगों ने कानूनी दस्तावेज प्राप्त करने के बाद अपनी संपत्ति के आधार पर बैंकों से ऋण लिया है तथा अपने गांवों में छोटे व्यवसाय शुरू किए हैं। जिससे छोटे और मध्यम किसान परिवारों के लिए संपत्ति कार्ड आर्थिक सुरक्षा की गारंटी बन गए हैं। साथ ही, कानूनी प्रमाण पत्र मिलने से कई परिवार अवैध कब्जों और लंबे समय तक चलने वाले अदालती विवादों के संकट से मुक्त हो रहे हैं।
स्वामित्व योजना से हो रहा ग्रामीण विकास का बेहतर नियोजन
मोदी ने कहा कि हमारी सरकार ग्राम स्वराज को जमीनी स्तर पर लागू करने के लिए गंभीरता से काम कर रही है और स्वामित्व योजना ने ग्राम विकास के नियोजन और क्रियान्वयन में उल्लेखनीय सुधार किया है। उन्होंने कहा कि संपत्ति कार्ड से भूमि स्वामित्व के विवादों का हल होने के साथ ही, पंचायत की भूमि और चरागाह क्षेत्रों की पहचान एवं आपदा प्रबंधन आसान हो जाएगा, जिससे ग्राम पंचायतें भी आर्थिक रूप से सशक्त बनेगी।
गांवों तक पहुंच रही बुनियादी सुविधाएं
उन्होंने कहा कि पिछले 10 वर्षों में 2.5 करोड़ से अधिक परिवारों को बिजली, 10 करोड़ से अधिक शौचालय, 10 करोड़ महिलाओं को उज्ज्वला योजना के माध्यम से गैस कनेक्शन, पिछले पाँच वर्षों में 12 करोड़ से अधिक परिवारों को नल का पानी उपलब्ध कराया गया है एवं 1.5 लाख से अधिक आयुष्मान भारत आरोग्य मंदिर स्थापित किए गए हैं, जिनसें से अधिकांश गांवों में है। उन्होंने कहा कि दशकों से बुनियादी सुविधाओं से वंचित रहे परिवार अब इन सुविधाओं के प्राथमिक लाभार्थी हैं। प्रधानमंत्री ने सुदूर सीमावर्ती गांवों में कनेक्टिविटी बढ़ाने के वाइब्रेंट विलेज कार्यक्रम का उल्लेख किया।
प्रधानमंत्री के नेतृत्व में आत्मनिर्भर भारत का संकल्प हो रहा पूरा: मुख्यमंत्री
मुख्यमंत्री भजनलाल शर्मा ने कहा कि प्रधानमंत्री नरेन्द्र मोदी के नेतृत्व में जनकल्याणकारी योजनाओं में गांव और गरीब को केन्द्र में रखकर आत्मनिर्भर एवं विकसित भारत के संकल्प को पूरा किया जा रहा है। उन्होंने कहा कि स्वामित्व योजना गांवों को आत्मनिर्भर बनाने की दिशा में एक अहम कदम है, क्योंकि गांवों के मजबूत व आत्मनिर्भर होने से ही देश आत्मनिर्भर एवं विकसित होगा। शर्मा ने कहा कि स्वामित्व योजना के माध्यम से ग्रामीण आबादी क्षेत्रों में संपत्ति के मालिकों को ‘अधिकारों का रिकॉर्ड’ प्रदान किया जा रहा है, जिससे ग्राम सुशासन और सशक्तीकरण को बढ़ावा मिल रहा है। उन्होंने प्रधानमंत्री का आभार व्यक्त करते हुए कहा कि ग्रामीणों को उनके अधिकार प्रदान करने की दिशा में यह दूरदर्शी कदम है, जिससे गांवों का समग्र विकास एवं ग्रामीण परिवारों का सशक्तीकरण सुनिश्चित हो रहा है।
सुशासन, वित्तीय समावेशन, महिला सशक्तीकरण और विवादों के समाधान में मददगार स्वामित्व योजना
मुख्यमंत्री ने कहा कि स्वामित्व योजना पूरी तरह से वैज्ञानिक और पारदर्शी प्रक्रिया है, जो ग्रामीणों के लिए उनके संपत्ति के अधिकारों को सुनिश्चित करती है। इस योजना में ड्रोन तकनीक से गांव के आबादी क्षेत्र का सर्वेक्षण किया जाता है और डिजिटल मैप के आधार पर भू-स्वामित्व धारकों को स्वामित्व कार्ड और पट्टा दिया जाता है। इन संपत्ति कार्डों ने ग्रामीण परिवारों को उनकी संपत्ति का कानूनी अधिकार प्रदान कर उनके लिए ऋण लेना आसान बना दिया है, जिससे ग्रामीण नागरिक सशक्त हो रहे हैं। इस तरह यह योजना बेहतर सुशासन, वित्तीय समावेशन, महिला सशक्तीकरण और विवादों के समाधान में मददगार साबित हो रही है।
प्रदेश के 35 हजार 955 ग्रामों का ड्रोन सर्वेक्षण पूरा
मुख्यमंत्री ने कहा कि प्रदेश में स्वामित्व योजना के तहत 35 हजार 955 ग्रामों का ड्रोन सर्वेक्षण पूरा किया जा चुका है तथा आज 1 लाख 50 हजार से अधिक कार्ड का वितरण किया जा रहा है। राज्य सरकार का प्रयास है कि प्रदेश के हर गांव और ग्रामवासी तक इस योजना का लाभ पहुंचे और कोई भी वंचित नहीं रहे। इसी दिशा में राज्य सरकार द्वारा प्रशिक्षण और अभिमुखीकरण कार्यक्रम आयोजित हो रहे हैं तथा इन कार्यक्रमों में ग्राम पंचायतों के अधिकारियों, पटवारियों और अन्य स्थानीय कर्मचारियों को भी शामिल किया गया है ताकि वे इस योजना के क्रियान्वयन में सक्रिय रूप से भूमिका निभा सके। संसदीय कार्य मंत्री जोगाराम पटेल ने कहा कि मुख्यमंत्री भजनलाल शर्मा की पहल पर प्रदेश में घुमंतू परिवारों को आवासीय पट्टे प्रदान किए जा रहे हैं, ताकि इन परिवारों को अपना घर मिल सके।
कार्यक्रम में सांसद राव राजेंद्र सिंह, विधायक कुलदीप धनखड़, जयपुर जिला प्रमुख श्रीमती रमा देवी चोपड़ा एवं शासन सचिव पंचायती राज डॉ. जोगाराम मौजूद रहे। वहीं प्रदेशभर के विभिन्न जिलों में आयोजित कार्यक्रम से मंत्रीगण, सांसद एवं विधायकगण वीसी के माध्यम से जुड़े। कार्यक्रम में मुख्यमंत्री ने प्रतीकात्मक रूप से पांच लाभार्थियों को स्वामित्व कार्ड एवं पट्टा वितरण भी किया।
