मई माह में पावटा पंचायत समिति के ग्राम पंचायत बडऩगर में सामाजिक अंकेक्षण कार्यक्रम के दौरान जयपुर के मनरेगा लोकपाल द्वारा किए गए निरीक्षण में मिली अनियमितताओं को लेकर अब लोकपाल रामावतार ने बडऩगर ग्राम विकास अधिकारी एवं लाडाकावास मैट के विरुद्ध कार्रवाई के निर्देश दिए हैं। लोकपाल ने बताया कि बडऩगर वीडीओ द्वारा सामाजिक अंकेक्षण दल को सात दिवस तक रिकॉर्ड नहीं दिया गया। अंतिम आठवें दिन वीडीओ ने रिकॉर्ड दिया, जिससे सामाजिक अंकेक्षण कार्य बाधित हुआ। ग्राम पंचायत लड़ाकाबास में मौका निरीक्षण करने पर मस्टररोल में श्रमिकों की दर्ज हाजिरी में फर्जीवाड़ा पाया गया। श्रमिकों की ऑनलाइन हाजिरी 31 थी, जबकि मौके पर कम श्रमिक उपस्थित मिले। श्रमिकों के पास जॉब कार्ड भी नहीं थे। श्रमिकों को दी जाने वाली मूलभूत सुविधाएं उपलब्ध नहीं कराई गई थी। मैट रामकिशन से पूछने पर बताया कि गया कि श्रमिक 10.30 बजे हाजिरी करने के बाद घर चले गए। हाजिरी के आधार पर बिना काम किए भुगतान किया जाना कतई अनियमित है। लोकपाल ने बताया कि रामकिशन यादव मैट के रुप में 6 वर्ष से लगातार कार्य कर रहा है। ऐसे में गड़बड़ी की प्रबल संभावना है। इन दोनों प्रकरणों पर जिला लोकपाल ने संज्ञान लेते हुए अपने निर्णय में कार्यक्रम एवं विकास अधिकारी पावटा को निर्देश दिए हैं कि बडऩगर वीडीओ विरुद्ध अनुशासनात्मक कार्रवाई प्रस्तावित की जाए और इस सामाजिक अंकेक्षण अवधि में कोई यदि अनियमित भुगतान बिना काम किया जाता है तो उसकी वसूली ग्राम पंचायत से करके राजकोष में जमा कराया जाए।
उन्होंने मेट रामकिशन यादव को हटाकर इसकी सूचना भिजवाने और ग्राम सभा में निरीक्षण के दौरान पाछूडाला-मंढ़ा में अनुपस्थित मिले ग्राम सभा प्रभारियों का स्पष्टीकरण प्राप्त कर भिजवाने की हिदायत दी है। लोकपाल ने बताया कि आगामी 9 से 15 अक्टूबर तक वे जयपुर जिले की विभिन्न पंचायतों में सामाजिक अंकेक्षण कार्यक्रम का निरीक्षण करेंगे। निरीक्षण के दौरान पाई गई अनियमिता को गंभीरता से लिया जाएगा।
